<description>Wine Industry Leaders Urge Support for Measure 49 Newberg, OR&#x26;mdash;Vineyard and winery representatives met in the heart of Willamette Valley wine country today to voice their concerns about Measure 37 threats to protected agricultural lands, including high-value farmland and hillsides where wine grapes are grown. They have endorsed Measure 49, scheduled for a special election vote on November 6. The measure would limit large developments in order to protect forest and farm lands, including prime vineyard lands, but also provide fairness for land-owners by allowing developments of just a few homes to go forward.     </description>

<title>Governor Signs Moratorium on Offshore Drilling</title>

<description>Salem--Governor Kulongoski today signed into law a bill banning offshore oil and gas exploration on the Oregon Coast. &#x22;The Coast is one of Oregonians&#x26;#39; most treasured places,&#x22; said Jeremiah Baumann of Environment Oregon.  &#x22;Today the Oregon Coast is protected.&#x22; Oregon&#x26;#39;s coast was protected by a moratorium on offshore drilling for several decades in the wake oil spills due to offshore drilling off of California. Oregon&#x26;#39;s moratorium expired in the mid-1990s with a sense the threat had passed. But in recent years, oil and gas companies have been pressing for access to coastal waters. Last summer, the U.S. House of Representatives voted to lift a moratorium protecting the East and West coasts of the United States that had been in place for decades. This spring, President Bush announced his intent to lease federal territory off of Virginia and Alaska for drilling. </description>

<description>Salem--The Oregon House today asked voters to approve a bill to protect Oregon&#x26;#39;s forests, farms, and groundwater from large-scale development. House Bill 3540 is a reform of Measure 37, a 2004 ballot measure that has spurred a development rush threatening 750,000 acres of lost open space. &#x22;Oregonians strongly support a land-use planning system that protects our forests and farmlands,&#x22; said Jeremiah Baumann, advocate for Environment Oregon. &#x22;This fall they&#x26;#39;ll have the opporutnty to vote to protect our open space.&#x22; The measure limits commercial and industrial development and restricts large-scale residential development on high-value forest and farm lands and in groundwater-restricted areas.</description>
